placing figures _below_ footnotes?

I have a situation here where a figure is placed at the bottom of a page
_below_ the footnotes which go on this page. For float placement I have
specified "htb". Does anybody know how to avoid this? From my
perspective, footnotes should really be at the bottom of a page.
