Problems

I have the following problem.
I want to wirte a kind of report, but with section numbering, but I
don't want a Chapter label above my chapters, The problem is that the
book style is perfect for what I need,  and all I don't want is the
Chapter label. If I don't use Chapters, the sections are then numbered
0.x, and I don't want that.
Anyone knows how do I do that?
