Rich, it's not a LyX environment, but a Custom Inset.

IMO this is precisely why http://www.lyx.org/trac/ticket/7877 deserves
attention, to ensure that Custom Inset functionality is as intuitive and
easy to find/use for our users. Not for this release, but perhaps for
the next...
