I’ve found for myself that if you need absolute control you need to use ERT. I 
was attempting to use LyX with the MLA style format (from the era of 
typewriters, ugh) and had to use the following:

{\centering%
INTRODUCTION\par}

Otherwise I would get additional space around the section titles.

Also, as noted here,
http://tex.stackexchange.com/questions/23650/when-should-we-use-begincenter-instead-of-centering
you need a /par for it to work.
