For me it seems like LyX does not do the whole "LaTeX, BibTeX, LaTeX, LaTeX"
cycle when doing postscript-preview. (I.e. nothing to do with babel.)
How are the citations in the DVI-preview?
If it is ok, then (as a quick workaraound) you could use
"print to file" from the DVI-viewer to get a ps-file with citations. (Or
export-dvi from lyx and dvips "per Hand"-- BTW How is export-postscript
working?)
