Your are right, that elyxer actually converts the lyx file to HTML.

Export is done with settings suited for import into OpenOffice/LibreOffice
and the OO/LO is called to view the file. This is one way to get LyX files
into ODF format. To actually save in this format, you would need to 
"Save As.." in OpenOffice.

Same story. HTML is used as an intermediate format.

Depending on the file content, this gives acceptable/good/bad results and
may be better/worse than other routes.
