I finally worked around this issue by changing the fonts from:

Roman: New Century Schoolbook
Sans Serif: Default
Typewriter: Default

to:

Roman: Tex Gyre Schola
Sans Serif: Tex Gyre Heros
Typewriter: Tex Gyre Cursor

I didn't try setting Sans and Typewriter to default: At this point I
want them specified so this stuff doesn't happen to me on a future
upgrade.

Interestingly, it didn't matter whether I specified encoding as Default
or T1 (is the default T1?, that would explain it).

In this thread, Günter and Liviu gave some advice that in Günter's case
I didn't understand, and in Liviu's case I'd had enough and just
switched to using a Ubuntu VM to compile my books.

This is obviously a workaround: I didn't identify the root cause of
failure with New Century Schoolbook. And there's a lot of
experimentation I could have done to narrow the cause, that I just
didn't have time to do. But it's worked around: If you have trouble
with pncr fonts and you use New Century Schoolbook, try TeX Gyre Scola
and its brethren.

about the TeX Gyre fonts. All's well that ends well.
