Yes. Different latex "flavours" accept different graphics formats:
`latex` accepts EPS but no PDF
`pdflatex` accepts PDF, JPEG, PNG, ... but no EPS
What is the original format of the picture 17ubar_pub?
If it is PDF or PNG, then try to export to "LaTeX (pdflatex)" and compile
with pdflatex.

There are advanced LaTeX editors that do the same.
