Modifying the slightly out-of-date instructions here https://wiki.lyx.org/Tips/Cyrillic I made no changes to the .bib file, added \usepackage[T2A]{fontenc} to the preamble, and selected Settings > Languages > Encoding > Other > Unicode (utf8) and that did the job. Things ran a bit slow, but that's okay.
