Is there an implementation in LyX for the subapendices (from the
appendix package)?

"Document > Start Appendix Here" seems to treat the whole rest of the
document as appendix while a subappendix will (at most) only treat the
rest of a section (or subsection) as as appendix.

Alternatively, is it possible to change the section counter temporarily
within an (subappendix) inset? I would like to create a sub-appendices
inset that counts 2.A, 2.B, etc. within a chapter. So the structure in
the outline would be:

...
2 Chapter title
2.1 First section title
...
2.A First appendix title
...

You mean the appendix-number should start with the latest chapter number?

The attached defines a new section style (in Local Format)
It is in lyx-view only, if that is what you want.

newer version than 2.3.0?

Yes, but that should not matter. Simply changing the second line to
        \lyxformat 544
should help.

Okay, I have taken your local layout and created a new document with it. Now it works. In the attached file I have change the composition a bit to show how it works. Mainly, the appendix subsection needs to be inside the subappendices environment for latex to recognize it as an appendix. However, it is not exactly what I was looking for. I don't want a new (sub)section layout. Rather I want to have the default layout change its numbering depending on whether it is inside a subappendices environment/inset. Similarly to how the "Document > Start Appendix Here" works.
