  Well, ... I just learned something new. The pdflatex output has that entry in the bibliography as "Staff, Soil Science ...". Changing the JabRef entry
so the author field reads "Science Staff Soil" now has the PDF output as
"Soil, Science Staff."

  But, out of curiosity I wonder if there's a way to eliminate the comma on
this one entry.

Try putting braces around the author entry in JabRef (so that the BibTeX source box reads "author = {{Soil Science Staff}}". Braces around entries in BibTeX generally mean "literally like this, don't screw with me".
