As the attached MWE shows, you can probably get what you want by doing the following:

1. Put each item that needs non-standard justification inside a minipage.
2. Adjust the width of the minipage so that lines wrap at
   (approximately) the proper length.
3. Set the paragraph justification inside the minipage.

Mind you, I'm not advocating non-standard justification of bullet points (or paragraph-long bullet points, for that matter). I'm just saying it can be done. :-)
