Download the archive file and extract it, which will create a folder named JabRef which in turn contains bin and lib folders. Put that folder wherever you want it. (Since this is the portable version, I suspect you might want it on a thumb drive.)

To run it, open a terminal and run the command "<path>/bin/JabRef" (where <path> is the path to the extracted JabRef folder), or just open the terminal in the bin folder and run "./JabRef". I got a lot of error messages in the terminal when I tried it (Linux Mint), but it opened and appeared to work okay.
