Assuming its a standard layout and not some weird package thingy, you should 
be able to make it work just by copying it to $/.lyx/layouts - AFAIK there is 
no difference between LyX layouts and normal LaTeX layouts.  Then open LyX, 
Edit -> Reconfigure, close and open again - your new layout should appear 
under Layout -> Document -> Class.
