I copied xindy.pl and texindy.pl to /usr/share/texmf-dist/scripts/xindy/. And, the two files, minux the .pl extension, to /usr/bin/. The same 'not a symlink' error repeats: $ texindy biota-to-set-wq-standards.idx texindy: not a symlink as required for TeX Live at /usr/bin/texindy line 414.
