Potentially fixed in the next releases of 2.4 and 2.5. I cannot test
myself (no Windows here), and what I've fixed is also not a memory
leak, but an unnecessarily executed expensive function (reloading
toolbar icons) on an OS theme change that does not involve dark/light
mode change.
