The reason for that is that I have here LaTeX 1997/06/01. The relevant
change in inputenc.dtx seems to be
% \changes{v0.94}{1997/12/17}{NOTE: for consistency, when available
%       the robust text-or-math internal form is always used --
%       THIS MAY CHANGE}

It would seem reasonable to me to remove the offending code, and tell
people who have problems with those characters to upgrade their latex.
What do the others think. Are there many users of older latex around?
Note that this change could break perfectly working documents for some
people. On the other hand, I think removing these special cases is
definitely a good thing.
