Why not just use the basic article class ? I have been able to make
this do most of what I need - papers, reports, even standard operating

Although I've never used them myself, I believe the hyperref package
may do the job (have a look at the PDF page on Herbert's site -
http://www.educat.hu-berlin.de/~voss/lyx/pdf.html). It
has to be said that I'm not *too* sure what you mean here :-(

It doesn't look to me as if you require anything bespoke. Make the
most of the time you have and crack on using the article class.
