I have some stuff setup to place the banner under the sidebar (not as
background but lower on the page). But I want to put the real banner
there (shrunk of course) with a smaller version for the short menu.
Probably won't fit in anywhere nice for a topbar though unless I stick it
on the left of the topbar -- but that will place the banner above the
topbanner in the nocss case.
