sgml2lyx is a script to convert Linuxdoc files, not DocBook ones. Besides,
the script does not come from the sgmltools-lite 3.x package, but is rather
a script from the default installed sgmltools package (something < 2.0).

To convert DocBook documents to LyX you can have a look at
http://perso.libertysurf.fr/bgu/index.html#db2lyx
The constraint is that it needs XML things installed.
