You have read this in documentation for aa layout, and it doesn't apply
to the report layout.
To enter a keywords list, just start a new paragraph in the abstract,
type 'Keywords: ....', and set 'No indent' in the paragraph dialog
(and perhaps select a bigskip above the paragraph in the dialog).
