However, if you want to write custom environments, this can be done in a
.layout file. (e.g. I wrote a quoted-list environment that indents a LyXlist
by putting it into a quote environment)

Have a look at the Extended guide (Section "adding new latex classes" (But
be assured, you can have a new layout with additional LyX environments also
for standard LaTeX classes)) and the files in LyX's layout directory. 

Remember, if you copy one of the layout files into your ~/.lyx/layouts
directory, LyX will use your private version, so you can make your changes
there.
