I do not know, which distribution/operating system you use, but
if it is Linux (or other U*ix), try to take a look in directory
/usr/share/texmf/doc/ and there you shall find index.html (or
somewhere close :-). It is the main navigation point for you.
Then you can find your local copy of LaTeX Catalogue (search for
Catalogue.html -- yes, with capital C).

If you do not have any of these (most probably because you are on
M$ Windows), try to look at www.ctan.org, where you can find not
only pacakges, but a plethora of information too.

And of course, for users of LyX, there is fascinating amount of
tips on LyX Tips page http://www.educat.hu-berlin.de/~voss/lyx/.
