XForms is a widget library that's not really widely used because of the
license (free for non-commercial use, i think). Lyx uses it. But i
checked in my system and it doesn't seem to be installed, and the rpm
doesn't show it as a dependency. Lyx itself looks like it was compiled 
with them. So, maybe it's statically compiled, or it was mixed with the
same codebase, i'm not sure.

And i guess that it suspected that it was xforms because it is the one
that manages cut-pasting.

I reproduced the bug here too, so i'll check downloading the SRPM of it
(or from 8.1) and rebuild it here to see if that way the configure
script detects the right versions of everything or something, given the
fact that i can't just simply upgrade the XForms version in this setup.
But it can't be today as i have some work to do, so if you can try that
there first, do it and we can see if it solves anything.
