You can use report class.
As for table of contents, I am sure you can fix that too, by some tweaks in
the preamble. I am writing my Dissertation in Report format, if you are
looking for anything like that, I can send you the preamble which I
constructed with alot of help from people on here (mainly Dekel and Herbert)
