I use a french class for letters and the associated layout 
without problem but with html export (which I never use anyway).
The signature is located before the salutations in the lyx file
and is located after in the outputs.

AFAIR, this class uses the native letter.cls, but placement must has been
hacked to comply to french letter requirements.

Seems not very helpful, I know...
