Looks like one of the programs doesn't use the cygwin pathname
convention.  No idea why. But it will probably work if you put the
data.tex in the current directory, and then refer to it simply as
data.tex. From the (cygwin) commandline -- change dir to the
directory where your document is. copy data.tex there too. then
type lyx <yourdocument.lyx>, and then if you 'include' a file
called simply 'data.tex' it should probably find it..

Or use a real operating system. No more fighting against stupid and
incompatible designs.. :-)
