It is true.  The default behavior in 1.16 is centered. When converted, 
it remain centered.  It seems logical. Please see the attached lyx file 
generated with 1.16. It seems the difference is just "\align center" 
after "\layout standard", so it should be a easy fix.

Not only 1.20 doesn't center it automatically, it won't even include the 
caption automatically!
