They all do a reasonable job, though some Word setups will choke on the
PNGs that latex2html uses for previous/next buttons, so make sure you
export as one file (I think that's the default in 1.1.6, otherwise read
man latex2html).  You'll probably want to edit the stuff at the end as
well.  TTH also works fine in my experience.

IMO, quality isn't really an issue in HTML - it either works or it
doesn't.
