Ah, this put me on the right track. I didn't need to use tocloft, but one of the Tips pages on it pointed me to: \renewcommand{\l@section}{\@dottedtocline{1}{0em}{3.5em}} \renewcommand{\l@subsection}{\@dottedtocline{1}{1.5em}{4em}} After some tinkering with the numbers I got it working.
