2. Have a look at /usr/lib/ispell: how is the dictionary called? I suspect that its name differs from the one which is searched.
3. Now open the preferences dialog in LyX (edit->preferences), go to the tab Language->Spellchecker, check the checkbox "use alternative language" and type the name of the dictionary, which you have found in the ispell directory, (without the extension) into the input field.
