Strangely enough, there is a function in lyx that does just what you
want :)

If you are at the beginning of an empty paragraph, type M-x, and then
"break-paragraph-skip<enter>". This function is not bound to any key,
but is intended to be a replacement for break-paragraph (which is
normally bound to <enter>).

If you have a personal bind file, you can add
  \bind "Return" "break-paragraph-skip"
  \bind "Backspace" "backspace-skip"
and you will have just the behaviour you expect.

The skip which is inserted can be controlled in the Layout>Document
dialog.
