"float" means you want LaTeX to move the figure to its idea of the "best" location. If that is not what you want, don't use a "float"!
I used "floats" because I want to have a caption under the figure. If I put some text in the caption environment outside of floats I get the error msg: "can't use caption outside floats". Is there a way of getting a caption outside of a float?
