Bug: lyx-qt 1.3.0pre3 cannot use ISO-8859-15

Hello,

The problem in 1.3.0pre2 when used with Qt has not been solved in the
pre-realease 3. My locale variable is correctely set but I can type � (euro)
and � (oe) in the minibuffer, but I cannot type them in the text.
