paper numbers and paragraphs

A couple of questions for which I am unable to find a solution.

I want to put a paper number flush left on the same line as a centered title. It should appear something like this:

10.2 The Title of my Paper

Can't figure out how to do it.

Also I want to make a paragraph such that the second and subsequent lines are indented, and the first is not.

Any ideas would be much appreciated.
