Thanks! I have figured out that standard article class does not have algorithm floats and table floats. Funny? Before the upgrade, they were there.
Anyway, I have changed the class to article(AMS) and the floats are back. I will also take your suggestion to input stdfloats.inc. However, I added it at the first line in "stdclass.inc" under ".lyx/layouts" and it worked. If you use your own layout file, (or a modified version of a layout file that comes with LyX, you should add Input stdfloats.inc to the layout file.
