We use a python script external to the LyX executable to 'upgrade' your 
existing LyX files to 1.3 format. The advantages to us are less code to 
maintain in side of LyX. the advantages to you are a clear definition of 
any changes in the LyX file format.

However, this obviously requires that python is installed...
