Pretty much like the previous version.

Meaning the edit menu, or the list of environments?  I took what you said 
above to mean that you weren't getting any of the menus, so I'm guessing 
this refers to the environment list.

FWIW I installed Claus Hentschel's port of 1.3.0 on Win 98 with no 
trouble.  I'm groping in the dark here, but two things come to mind:

1.  Have you updated your Cygwin installation to the latest (including 
updating XFree86, if that's what you're using for an X server)?  I had to 
update XFree86 on my machines to get things to work right.  If you're 
using an outdated X server, it could conceivably possibly maybe account 
for problems seeing the menu bar.

2.  If your environment list is a few bricks short of a load, check your 
LaTeX configuration (help menu, assuming you can find the help menu) and 
see if it's got everything.  If not, you need to run reconfigure 
(assuming you can find the edit menu).
