If you don't care about the class, change the document class to article (or
something else).
If you do care about the class, you need to create a file called
~/.lyx/layouts/ifacmtg.layout containing something like
#% Do not delete the line below; configure depends on this
# \DeclareLaTeXClass{ifacmtg}
