This is a "problem" with tex; it occurs when tex is trying to fit more
floats than the limit. Often this means you need to look a one of the
earlier floats, as for some reason it is stopping the rest from all
fitting. Often seems to happen when there is not enough text to be
inserted amongst all the floats.
There is a package on CTAN which increases then number of floats from 19
to (I think) 30. It's called morefloats.
Issuing a \clearpage will also cause tex to place all the floats.
The brief description from morefloats says -
LaTeX can, by default, only cope with 18 outstanding floats; any more,
and you get a `too many unprocessed floats' error. This package increases
that limit to 36 outstanding floats. However, if you're specifying floats
that can't be placed anywhere, the package merely delays the arrival of
the error. message.
