It works! I'm wondering not to it manually. So i read manual latex2html. It 
said:

 -iso_language lang
           MISSING_DESCRIPTION
===

I tried to add the option with -iso_language sa or -iso_language arabic. Both 
of them is not working. Is it really my latex2html doesn't work properly with 
Arabic? So where i can get who supports it?
