Newbie Urgent:Wrong Numbering of Citations

Hi All, 
  This is the first document i have written in lyx. I have got the bibtex 
working and am able to put citations in my paper. However when i render the 
document, the first citation  i make in the document is number as 2, instead 
of 1. Also in the References it comes as 2. I am using  'plain' style in my 
bibtex file.
Instead i want to make this citation as 1, because this is my first citation. 
On what grounds does lyx decide how to give a naming scheme to the citations.
