I haven't read all the statements and replies to this topic carefully,
but I think that until now nobody suggested to check whether the value
in the field "SECTION" in menu
FORMAT -> DOCUMENT -> NUMBERING
(must be something like that, I have only the German version)
is different from 0 (zero).
Give it a try,
