If you *really* want to save time, use the keyboard .. ;-)
M-p <space> Open the list of paragraph environments
M-p 1 Chapter environment
M-p 2 Section environment
...
I think your suggestion has other merits though, e.g. showing the user a
list of the available paragraph environments.
