\textsuperscript itself is not directly supported. Insert->Special Character->Superscript uses math mode to produce superscript. If you use amsmath (Layout->Document->Packages) then the superscripted text is smaller (which looks quite similar to \textsuperscript).
Personally, I prefer ERT and \textsuperscript.

\textsuperscript _always_ uses the mathmode. But in difference to LyX it recognizes the actual fontsize to make the superscript text smaller. The solution from LyX looks ugly and is from my point of view a bug!
