Isn't this a bug in LyX? I just type normally in LyX and then File -> Export
- -> LaTeX and have this buggy latex code. If I type in English the code looks
good but only in Arabic the code looks bad. I wonder whether ArabTex has
anything to do here since I haven't yet started the processing. Am I wrong?

As I said before this limitation has already been solved in ArabTeX 3.11b but
it will make no harm to try again so bear with me.
I modified the file to look like this
