I don't think so. I get my LaTeX through the FreeBSD port of teTeX, and they are defined in /usr/local/share/texmf/tex/latex/misc/float.sty.
And 'kpsewhich float.sty' gives you the above path I suppose?
At least one other document I wrote a year ago, containing floats also fails the same way.
Were you able to view the dvi at all? Can you send me a minimal file in which the error occurs.. I'll try it here and see.. would also be good if you can paste the errors as they are printed..
