  I _must_ be doing something wrong. Attached is the file -- very small so

Renewal permits for Morse Bros., Inc.'s three bar scalping operations in the
 mid-Willamette River have been delayed because of concerns raised by the
 federal resource agency, NOAA Fisheries.
 While the initial concerns were about sediment budgets there were no comments
 on the populations of fish that might possibly be affected by the periodic
 scalping of the bars.
