This should be unnecessary. In Layout->Document->Bibliography, put a
check mark next to NatBib, which will get NatBib loaded. On the same
options screen, pick Author-year in the Cite Style drop-down list.

To insert a citation, use Insert->Citation Reference. In that window,
look for the Citation Style drop-down list. It defaults to Author
(year), but you can pick (Author, year) off the list.
