I notice that the placement of figures and tables within the typeset page
varies with the location of the float in the text. I've not seen any
guidelines from my publisher with regard to placement.

  Are there any generally accepted guidelines for a book? That is, should I
put the floats for tables and figures at the head of each section in which
they are referenced? Or, at the end of the section? Or, wherever so that TeX
sets them in an attractive place?
